It seems to be expected behavior, re-created below (Win10): when you minimize the browser, the system changes focus back to the last used normal window, and Rainmeter windows are not normal windows that are in the Alt-Tab list like Notepad, using WS_EX_TOOLWINDOW based on my ameteur look through the source code. I'm no C/C++ programmer but I can re-create the behavior with any window using AHK WinSetExStyle("^0x80", "A"), so I'm guessing it's just a tradeoff inherent to WS_EX_TOOLWINDOW.
